Name: Uogan ~ Fisheye Rank: - Type: Doujutsu Description: The Uogan is the Doujutsu of the Takanami Clan. It turns the eye completely white, aside from a large, teal-shaded circle in the center of the eye. Unlike most other Doujutsu, it is permanently activated and produces no strain for the user.
The Uogans abilities are rather simple, yet benefit the Takanami greatly during combat. The first and most obvious trick of the Uogan is its ability to pierce through water reflection. Objects in water tend to seem positioned differently as they truly are, making aiming difficult. The Uogan nullifies this illusion and allows the Takanami Clanmember to accurately hit targets inside the water and vice versa. Second, the Uogan seems to prevent eye irritation under water, allowing the user to see clearly under water for extended periods of time.
Name: Suisei Chousei ~ Aquatic Life Regulation Rank: - Type: Kekkai Genkai Description: Suisei Chousei is the bloodline limit of the Takanami Clan. It permanently alters the bearer of the Kekkai Genkai in such a way it makes his skin pale white (making them harder to see under water) and incredibly smooth (reducing friction to a minimum to reach higher speeds). An useful ability of the pale skin is that the clanmember can run chakra right underneath it to trigger a conveyor belt-like effect. The chakra underneath the clanmembers skin will push the surrounding water away and allow him to quickly move through water without having to waste chakra on a technique or even move a muscle. Trained clanmember can use this to reach torpedo-like speeds and jump great heights out of the water.

is this a clan Kekkei Genkai/Hijutsu or is it just for a specific character?

No, its the Kekkai Genkai of the Takanami Clan. Its not unique to my character, only unique to his clan. (Its probably his synopsis that confused you, as it says he has a unique genetic trait. Its my bad, I didn't explain that the right way )
