SYNOPSIS
Imperiaru Kaigi (lit. Imperial Council) are the first top-ranked samurai of Uchiha Kanri’s army as well as the ones who help him lead the Kenkon Enpaia (lit. Heaven and Earth Empire) and the Tetsu no Kuni (lit. Land of Iron). It primarily consists of no more then ten members. Aside from Kanri, who leads the whole army, his two assistants lead the council alongside him.
Their main goal is to keep peace, though their ways of doing it is far from right. They plan to conquer every nations, both great and minor, one by one eventually placing them all under one ruler and one empire; Kanri’s. They also believe the system of shinobi corrupts the world making their secondary goal to eliminate all shinobi in existence.HISTORY
