It can be used to send a shock through the opponent and can send a current of electricity through any object that is not an insulator. Depending on what amount of chakara the user puts into the jutsu the stronger the volt is going to be. It is usually used when holding a kunai or any other type of weapon to add damage to an opponent when striking. Even when the person blocks the attack the opponent will still feel the current of electricity.
